Does it have loops or hooks that I could secure down the cooler?

Just use rope and pool noodles from dollar tree and make a square sized to fit your cooler

This is literally $2. If I were interested it's worth it just to buy this rather than buy pool noodles and craft it yourself.

Wonder how much drag/resistance this would cause if towed behind a kayak paddling up river into the current.

Am I missing something? Is this an item that no one would ever pay the list price of $4, but now it's a steal at $2? I'm not seeing the Slick Deal.

I have a ibotta offer called summer sparkler that gave 10% cash back on outdoor purchase plus a 5$ bonus, so buying this made me $3

Yeah I don't see it either. That thing is tiny, thin and cheap.
