Sometimes family members will ask a member to make a purchase for the price, and pay them back.

It also depends on how high up you move and what you do.

They have alot high-end products online. I guest only a field grade and above could even think about purchasing something that expensive.

Not everybody is active duty. Family members are also eligible in some cases.

There are many vets in senior management at corporate, especially at the defense contractors. My friend was in accounts receivables for a defense company. He was making $80k to call up vendors to pay up. Easy $80k for being a bill collector. That's double what non-defense companies pay in my city. You can bet anybody in management is making 6-figures with bonuses of $10k-20k if not more. Their total household income was likely over $200k, since his wife was a lawyer. She was the breadwinner in that family.
