720p lol no.
Depends on your distance from the TV. At 6' or more, 1080p wouldn't be particularly noticeable on a screen
of this size. At less than 6', you'll want to consider 1080p. At less than 4', 4k starts becoming noticeable.

This particular TV is generally highly regarded among smaller TV's.

We already have this TV and were looking for a second one. The local Walmart had this one on sale for $138 plus tax, glad I waited as this is a great deal.

Not really, you'll see the pixels pretty easily for 720p at desk distance on a 32" display.

Read the reviews on Amazon with folks using it as a monitor and most were generally positive.

Got this a year and a half ago at Walmart as a refurb for I wanna say $99 with in store pickup which I'd say was a slightly better deal (if you don't care about refurb), but all this time later and no complaints. Update your firmware on it and it's a great TV for the price, a little slow booting up cold but we use it for Netflix and as a monitor for our entertainment PC and Pandora, no complaints. At one point it started shutting off randomly, but then a firmware update came and it hasn't done it since. I'll likely get the bigger version 4k that's been going on sale, TCL is a good brand and I like the Roku remote system – Only con is you can't easily do any casting through Roku that I've found. Get a chromecast for that I guess.

Any recommended TVs around 40-45" at a good price like this? I'm not picky on specs, and wouldn't mind it being a Roku TV either.
