If anyone is wondering, the quality of these things are bad. I work with these all the time and most of them are leaking or the tabs are breaking when you try to tighten it down to the board, evenly.

I have one of these on my 1700 clocked at 4ghz. Works great, inexpensive, out of the box worked with AM4.

Need any improvement over my Founder's Edition 1080 ti.
I've been using high temp cable ties for my cpu's for years.
Are there any fan coolers, for $20-30, new or used that can do better?

No reason it should be. It's not really designed as an improvement over or replacement for something like the 212. Small form factor case where a big air cooler wouldn't fit is a more appropriate application for something like this.

Oh good, I have a spare 212 laying around. I'll just cut a rectangular hole in the bottom of my already ghetto case, add some Grizzly paste, and then attach with some cable ties, and have an extra fan on the VRM & other components.
Then I'll need to use a cork or something as a standoff, so that the heatsink can distribute it's weight off of the card.
Or I could just get the Cool Master.....Decisions, decisions...

What exactly is your setup? You would likely be better off purchasing a dual fan GPU cooler if you are having major issues.

Founders edition 1080 ti.
If I were to get the waterblock, I would have it externally or something.

If y look u having overheating issues with that setup, I would say you would definitely need a dedicated GPU waterblock.
