Exactly. I'm also looking to have family members staying with me to have calling feature in case of urgency while out of the house. They're mostly over wifi while at home. I don't need data.

if you really want the lowest possible price one option is a Freedompop LTE sim "free" plan. The primary drawback is voice calls are voip, voice over internet, not actual voice cell calls.

but..

1.they use ATT so as long as you have good ATT data coverage voip works well.
2. in an emergency 911 call will use cell phone networks.
3. when data coverage is too poor for good voice calling texting is usually a good alternative.
4. getting the service and avoiding extra charges requires some effort and diligence.

If you are connected to Wifi, try Google Voice available for free.

Would you be able to point me in the right direction to avoid those charges. Every time I try they end up ending my service.

I don't know why they would end your service unless they tried to charge you for something and you didn't give them an active credit card to use as payment. Or you disputed a charge with the credit card company.

Here is a link with details on what's required to get a "free" FP account.

http://www.cranialborborygmus.com...ummies.htm

EDIT - Until I looked over the updates I didn't realize FP has drastically the data a person gets from "friends" from 500mb per month to 50mb per month.

I thought it was worth the effort for 700mb( about 600 safely usable), I wouldn't bother for 250mb a month(maybe 150-200mb usable)

I just ordered a SIM from TextNow. $9.99/month for unlimited voice and texts. No data included. Appears they use Sprint (CDMA) and now either AT&T or T-Mobile on the GSM side.
