I have the 2x8gb 3200's in black to go along with Ryzen 1700 and Asrock X370 Pro4. I've gotten a few bsod's @3200/1.35v but I think it may be BIOS/motherboard related so ymmv. Otherwise, it's been running stable @3200/1.36v.

Contemplating whether or not to get another pair. Are there any applications you would see an appreciable difference between 32gb over 16gb?

Also, my motherboard specifies different memory speeds for different DIMM slot pairs. If I picked up another set, would I be able to OC all 4 sticks to 3200mhz given that I was able to OC the first pair in the higher rated speed slots but the additional pair would be going into the lower rated speed slots?

I will keep saying this. For Ryzen, you want Samsung B die for best compatibility. These are Hynix.
