Unless you can take advantage of the extra cores, I don't think it's worth the upgrade.

the fact you have to start from scratch you might want to just wait until ryzen 2 which will be out next year

Yes, if you use workstation workload
No, if you gaming.

you'll be surprised how fast GDDR3 with tight timing is compared to GDDR4. and 4790K overclocked is decent for gaming.

Spend your money on next gen GPU.

Depends what you are doing.

I have a 3770 overclocked but am leaning toward getting a 2600x to replace it. I use my system enough to upgrade and see a real world performance difference. I also have a older video card so that is in my upgrade plans.

If you have a newer video card and/or don't push your current system then you can wait till Zen2.
If memory prices and video card continue to drop I will upgrade.

yeah, DDR4 price is eating a chunk out of my upgrade plan. At the same time, my current rig is rocking a 32GB of Kingston Fury 1866 timing. So, what is my reasonable move here?

Also, looking to building a new rig for the upcoming MonHun World. Is the game or is Capcom games in general GPU or CPU intensive? Would a socket 1366 Intel suffice and get a 1070 GTX work?
