Anyone know if RW devices are locked? Are they carrier free models?

this or the FreedomPop "Unlimited Mobile brand, UNREAL Mobile"? I've been on RW for 6 years and use very little data want to get off Sprint and onto ATT as provider. need a phone to replace my 4 year old MotoX

When they changed from modding the phones to work with their network strategy they were all unlocked for me. Got two or 3 over the years from them and weren't locked.

It seems like you still have to pay for talk and text $15/month. Discount is going only towards data for 3 months. Right?
