The step-up program applies to the original blower-style cards that are released, so that would put the date mid-September if the Aug 20th reveal rumor is accurate.

Edit: To me the more interesting question as someone who got this deal a few weeks ago is: Are they going to accept the $490 price as what I paid or will they try to deduct the PSU price and make me pay more to step up?

Yeah thats about what I was thinking. If I can't get one of the upgraded FTW cooling cards (ie not blower style) I don't expect I'll bother. Unless the value is just ridiculous of course.

If I'm not mistaken they don't usually offer their FTW/SC2 cards in the step-up. From their site:
"EVGA will only release reference versions of its products, NVIDIA reference spec and clock, to the Step-Up program. On occasion, EVGA may choose to make other select cards available."

Drivers are better optimized for the most recent series of cards. That is a reason to get the newest right away. The previous gen cards are basically put in maintenance with fewer improvements. Both companies do this.

It may be some overkill, but in computing, overkill for today's needs is "just right" for tomorrow's. So if you get a 1080 as opposed to, say, a 1070, your 1080 will be sufficient for longer.
