Never heard of the Premier access for PC but yes this should include upcoming trials to their 2019 sports games on Xbox. Currently playing Madden 19 early.

You only get about 10 hours or so of the game trial. Yes, eventually the game will be added to the vault but that typically occurs near end of season or after.

It's only worth it if you really love sports games or have never played any of the Mass Effect/Dragon Age/Dead Space games.

If you're talking about the trials, that's a "no". The Play First Trials can only be played by the main account,

However if you're talking about the Vault games, these can be shared between accounts just like any owned games.

This was a quote from a forum directly from EA.

I use EA Access to game share the vault games on my second xbox in the kids room since they is my "home" xbox.
