It is relevant to phones. The two that I'm aware of are the Pixel and Pixel 2. They don't support Qualcomm quickcharge and only support USB-C PD.

What does power delivery mean, it can't be used to charge devices?

Wanted to use the original cable in the car and this longer one with the charger, which is quick charge

Good to know. Haven't had a Pixel device yet. I usually stay in the Samsung sphere.

It's not necessarily "fast charging," although it is pretty fast. Power Delivery (PD) is just a standard that was created for USB C, kind of like (but also different from) standards like USB 2.0, USB 3.0, and USB 3.1

With this cable, you can use any car charger that has a USB-A port. But if you want to take advantage of Power Delivery, you'll have to get a C-C cable and a charger that has a type C port and supports Power Delivery
