I was searching for a cheap, lightweight stroller that was a step above the $10-20 ones, and came across this great deal. It's listed for $39.99 with a 20% code of: BABYEXTRA20. I had Red Card which brought it down to $32.22. It has great reviews all around.

3D mini and 3D lite are not the same. You are referencing the 3D mini with an MSRP of $45. Amazon sells the 3D lite with an MSRP of $80.

main difference between 3d mini vs 3d lite is 3d mini seat is not reclining, where as 3d lite seat can be reclined to a sleeping position which seems to be more comfy for a longer trip.

Based on the description and reviews, it looks like the 3d mini does recline. However, i don't think it goes to a full recline position like the 3d lite.

This is what I found on the Summer Infant site:

What's the difference between the 3D Mini and the 3D Lite?

Thank you for your question. The 3Dmini has two built in cup holds and is for use up to 45pounds and weighs 11pounds. The 3Dlite is for use up to 50 pounds and weighs 13 pounds.

it's not going to recline all the way to almost flat like 3d lite - see the design on the back of the 3d mini won't allow that.

Yes, that's what I was referring to - not going to fully recline, but it does recline a little bit.
