Yes.

It's a $25 CPU in a world of $100 to $500 CPU's.

That said it's plenty for non gaming, but you'd probably be happier with a hyper threaded pentium for around $60ish.

This chip at this price has my interest though

This does come with a cooler since BX80684G4920 is the part number for this particular CPU, the BX at the beginning means this is a CPU that comes with a cooler.

Unless you already have a 1151 mobo burning a hole in your pocket, I think there might be better options for a low-end CPU, though I agree, this one is fine for basic web surfing and light tasks.
The new AMD 200GE APU [phoronix.com] comes to mind, though finding it is a bit tricky. The MSRP is supposed to be $55, but it is now around $70, though it was $61 as recently as a week ago. The 200GE is about half again as fast [cpubenchmark.net] as the G4920 and its maximum TDP is 35 watts instead of 54.

Sure, the 200GE is currently almost 3x as expensive as the G4920, but low-end AM4 motherboards start about $10 less than comparable 1151 boards. And RAM prices are falling, but still very high. So if you just get a low end 120GB SSD ($25), case (maybe $20), power supply (perhaps $20 after MIR), 8GB of DDR4 ($60), & low-end motherboard ($40-50) you are looking at about $235 for an AMD 200GE rig vs. $200 for the Celeron. So if you look at performance per dollar for the whole system (as gauged by passmark) the AMD rig gives you about 22% more bang for your buck. Plus, it should save you about $3.50 a year in electric bills assuming you run your machine 8 hours a day. So if you run your rig for 10 years prices are roughly the same. Plus, the AM4 motherboard is a bit more "future-proofed" than the Intel board, since AMD avers it is going to support the platform through 2020, while Intel tends to refresh its sockets more frequently. The 2nd generation AMD Raven Ridge APUs based on a 12 nm process should be available by the end of the year within a year should be saturating the market and discounted by 20% or so, while there is less of an upgrade path for the Celeron.

I would imagine CPU only no cooler.
PCPartPicker says it does come with a cooler. If it didn't I would be upset because buying aftermarket would significantly raise the price.

Been looking for a cheap 1151 chip for a little while now -- thanks!
Bought one but unfortunately the price jumped to $34 after shipping. I chose the least expensive option too!

Purchased. I bought a power supply for $10 (after MIR) from Newegg a while back. Just cuz. Ever since building my gaming computer last Black Friday I have wanted to build another computer, but I have no reason to. Bought this processor since it's just so damn cheap. And, if I don't end up using it, I can sell it on eBay for $10 profit.
From my quick research, this processor is NOT for gaming. It is so weak all you can do is very basic productivity work: web browsing, YouTube, Microsoft Office. The kind of thing you'd put into an elementary kid's computer.

Shipping it free at $35. Should of looked around the site for one more $10 item that would therefore be free. I was worried about shipping charge too, but fortunately it only cost $2 to get same-day delivery from my local Fry's. I don't have time to drive down there (despite it only taking about 25 minutes each way), but $2 is the price of gas there and back anyway. So good deal on the delivery too for me.
