Keep in mind that the WD Blue M.2 drives use the slower SATA protocol and not the faster PCI-E/NVME. Still a good price for a good drive, if you don't care about the slightly slower performance!

Thoughts of something like this being around $50-60 by black Friday or good deal now?

Best deal I've seen since the $72 / 360gb one I picked up in February. Wouldn't hesitate if you're looking to upgrade from a smaller drive.

How about the other deal from HP for half the memory and $25 lesser than this one? Is that the faster drive?

Yeah this will work, I've got a 7559 also and they don't support NVM drives so I've been eyeing these to upgrade my system which has been incredibly sluggish. I'd bump up the ram but ddr3l ram is more expensive for my tastes and at this point I'd rather not pour too much more money into the system. I'm hoping a 250gb version of this hits $40 or so.

I would be putting this into a Dell Inspiron 15 5577 that currently just has 1tb 5200rpm. This would work in addition correct?

Yes, in SATA mode (source: PDF manual [dell.com] - pg. 15).
