Looks like the link needs to be used as secure via https instead of just http. I just did it with a new number and received a code immediately. I've updated my original post to reflect the https link.

I think the original non-secure http link is now working again as well. It was probably some temporary website error, or problems with too much traffic on the site at one time.

Not "good through 10/28", but it is more like "good on 10/28". At least that is what my code says and tested it on site as well.
