Note this is a Refurbished GRADE C item.

The NewEgg Listing only mentions this at the very bottom of the item information:

This is a Refurbished Grade C Item, while this item has been tested to be in good working condition it will show signs of use and cosmetic blemishes, examples of which are: scratches, scuffs, dents, hairline cracks, dings, bright or dead pixels all of which do not effect the usability of the item.

Different dealers rate them differently..but for NewEgg C is the worst they sell (D are Defective, not working). I have purchased "B" before which was alright..though perhaps I was lucky. This one will probably be pretty beat...but usable.

Not true. The link says Google does not GUARANTEE updates past June 2018 but in fact the X131e has continued to get regular updates. It's most recent build is 69.0.3497.120 (stable channel) with beta and dev released beyond that.

Chrome 69 started releases to Chromebooks in mid September. [chromeunboxed.com] You can see the latest releaselevel of your Chromebook in this spreadsheet.

It is true that you will not be able to run Android apps on this...But unless you are a school or a business (most of whom must stop using computers before official EOL date). this one should be fine.

Its just $75. And changing Chromebooks to a newer model is totally painless...all setting, programs and features auto transfer.
