For gaming its usually the best option. 240HZ and 1ms response time are trade marks of high end gaming TN panels.

TN Panels are just one of many display technologies. TN, VA, and IPS are all different display technologies with their fair share of pros and cons with TN Panels considered the lesser of the three.

Do 28" 4k monitors with IPS panels reach this price range? I'm looking to upgrade my current setup and 2x 28" screens would be the sweet spot for the space I have. Thanks.

Refurbished IPS ones are usually about $100 more than this when on sale. Gotta pay for VA or IPS but once you do, you will never go back to TN.

I got my 27" LG for about 270, and that was a good deal. Don't think they'll get down to low 200s any time soon.
