Roadmaster puts the cheapest parts they can find on bikes. They last about 1 year before falling apart. And when they are still working they are the most uncomfortable piece of junk you could possibly ride. It will require constant adjustments and you will probably spend at least another $60 in parts just to get it to last long enough before it completely falls apart.
Mountain Bike
If you want a bike just to say you have a bike but you aren't serious about riding it. Buy this because it looks like a bike and will serve you well rotting in your garage. If you actually want something semi-reliable or comfortable i would stay far away from this!
(Edit: In any place that its about to start getting cold this is a great time of year for you to find expensive well built hardly used bikes on CL for cheap!)

Can confirm. Was an "Assembling Manager" for Walmart years back. These will last maybe 20 trips before you will want to start adjusting/fixing things. If people are planning on using it even 3 times a year, spend your money on a used bike for double it for a mongoose or schwinn at walmart.

Fun fact: roadmaster is owned by the same people that own schwinnn!

I got one of these bikes to cycle 5 mins to and from the train station as part of my commute. I got it delivered and had a nightmare assembling it and ended up returning it after a week, not realizing I could have went to the store and picked up one already assembled.

Regardless, the amount of knocking and creaks from these bikes, gears slipping and the chain falling off, I wouldn't go near them again. I don't think these Roadmaster bikes are safe, the gears slip at the worst possible moments. I lost count of the amount of times I would stop at an intersection then take off to cross only to be stuck in the middle in the road when the gears slipped or chain came off.

I ended up spending $200 for one of their better branded Schwinn bikes and I haven't regretted it.

24" is height.
Frame size is probably right as that accounts for length.

It's probably wheel size. 26" was the standard wheel size for mountain bikes for years. Cheaper bikes are often sold with this description, but I don't believe it has anything to do with frame size.

Although the men's bike specs also say the frame size is 26" but that is nutz. A 26" frame would be insanely large. This looks to be a one-size-fits-all frame, which is probably a 17-18" frame (measured from center of the crankset bolt to the center of the top/seat tube junction).

Kid's bikes have 24" wheels, adults 26". These are meant to be one size fits all frames because they slope down a lot on the top tube.
