For those whose orders get instant canceled your IP address is likely on a blacklist for one of several reasons with walmart flagged for fraud in the past. This is not necessarily your fault but walmart being over cautious with gift card fraud.
HOW TO FIX it:

Call walmart directly, tell them the issue and they can manually override the order and place your account/credit card on the safe list.

I redeemed the code and then something showed up in the game to confirm a negative $100 purchase for $0.00. It just gets added to your storage regardless of how much space you have.
The Google Play receipt for the Clash of Clans purchase says limit 3, so I assume it will work for 3 different cards.

It seems they are using Blackhawk's security platform to do a security check on these orders. If you've ever ordered from one of several gift card resellers that use them and reported a dead card with a zero balance or placed an order that was rejected by a credit card company for any reason, or have accounts with a gift card reseller under two or more different names under the same mailing address, they probably have you blacklisted. Walmart *may* be able to bypass this if you initiate an online chat with them. They have to override the blacklist. Most gift card resellers won't deal with anyone who was blacklisted -- Gift Card Granny and Cardcash being among the most prominent.

The problem is, many of these resellers also trigger anti-fraud measures by credit card companies that initially deny the transaction and issue a fraud alert, asking the cardholder to verify the transaction is legitimate. But that process alone lands you on the blacklist and there is no recourse. It is why I won't deal with vendors that use Blackhawk for security checks. Unfortunately, they are now getting into the business of selling anti-fraud screening to companies like Walmart, which means a lot of canceled orders.

Again, canceled orders are not only the result of IP address/cookie blocks. Blackhawk, which provides security services for gift cards, runs a security service on orders for gift cards and basically instructs vendors to reject orders for various reasons or for specific individuals who are flagged or on the blacklist.

The triggers for canceling orders include using a:

1) Flagged credit card number.
2) Flagged address
3) Flagged email
4) Flagged phone number
5) Flagged name

How you end up on the blacklist:

1) More than one individual at your address purchased gift cards on a card reseller website (Cardcash, Giftcardgranny, etc.) that uses Blackhawk for security. They consider multiple names under different accounts coming from a single street address to be suspicious, especially if you are placing orders in quick succession under different names. Result: your names are blacklisted, along with the street address and credit card number.

2) You purchased a resold gift card that turned out to have a zero balance when you received it. A handful of card resellers will report you and ban your future orders after refunding the lost balance because they consider you too risky, even though you were not responsible for this problem. Result: all personal details used on those websites go on the blacklist.

3) You sold a giftcard to a gift card reseller that later turned out to have a zero balance. All of your details are on a blacklist that will not be waived.

4) You attempted to purchase a gift card but your credit card or other payment method was declined, even if it was for a security verification check by your credit card company. Result: Your name, address, and credit card number is on the blacklist. No orders will ever clear using this information through Blackhawk's system.

Most gift card resellers do not allow an appeal and simply will not do business with you, period, because Blackhawk has identified you as too risky. Major retailers like Walmart may choose to do business with you, but you will need to request a waiver in chat. They will put a potentially time-limited waiver on your next order (good for up to a few hours) as long as it is placed using the same payment method on the same device. Some give you a permanent waiver, others will require you to request a waiver for all subsequent gift-card related online purchases.

These methods were designed to control the massive amount of gift card fraud, but a LOT of innocent people are caught up by this system, either because multiple household members buy gift cards, their payment method was declined because the credit card company thought it might be fraud, or you ran into a dud gift card you bought on the reseller market.

Complain to Walmart and other stores that you do not feel like a valued customer by having your legit orders canceled. Perhaps there will be pressure put on Blackhawk to clean up their system.
