eBay $5 off coupon (YMMV)

This morning while browsing eBay, I noticed a red banner on top of eBay's home page

https://www.ebay.com

It says "$5 off". When I click on details, it gave me a $5 off coupon (Expires 1/31 if I remember correctly). The catch is that it has to be used on that browser. It also happened that I did not sign in to eBay from that browser. (It was Windows FireFox in case you care).

Clearly, this is YMMV as I cannot repeat this on my other browsers, different PCs, different browser, even with incognito mode.

FWIW, I have used coupon to buy a $5 item and it worked. I paid $0. I also tried using coupon on another browser and it did not recognize the same coupon. I don't know if the coupon would work on items less than $5.

Had the same thing happen when I was looking at the Nintendo collectible stuff this morning. I copied it to clipboard and decided to wait for my daughter to get up so she could pick between some stuff but when I brought it back up the coupon was broke since I had just closed it and went back through the slickdeals app to find it again.
After going through background apps on my phone and trying for 10 minutes, I got it to apply, then I entered my card info and went to pay and it unapplied it and won't let me do it... I rarely shop on ebay (mainly because it always seems like a bad trade of time for saving 5 dollars) and tried it both logged in and as guest. I don't care that much about 5 dollars but its the principle of the thing...

Edit- Apparently its a new user promo and after I entered all my wife's info it applied, though I think it still has to be the same browser since I was getting different errors when I tried moving it over to the PC.

It showed up for me but I didn't copy the code and now i cant get to the code again.
Any idea how to get it back?

I got this $5 off no minimum while browsing Ebay without signing in. However, when I signed in to use it, it said "Code is already applied to an order". I called Ebay and they gave me a one-lifetime coupon code for this.
