The way these Best Buy cellphone deals work is as the following:
1. You need to be upgrading a line or starting a new line. If you are upgrading a line that still has remaining device payment, you need to pay it off first. I had to deal with this since I recently upgraded to Note 9 at Best Buy. I had a LG V20 on the line on 2 year monthly installments. I had 2 more installments left. When you pay off the phone, you lose remaining installments. I was able to call Verizon and get it the installments credit back, but it's a YMMV.
2. You will get $300 off instantly, and the remaining will be paid to Verizon on monthly device payment. You can usually pay off the remaining balance in 1 week.
3. You pay tax on MSRP.
4. If you return the phone, you have to pay restocking fee regardless if you opened the phone.

Will it stack with Verizon BOGO promotion? I know retailers instant credits usually stack with carrier's promotions... but they can create exceptions to prevent double dipping... anyone did this deal at the store?

The Verizon BOGO has to be purchased from Verizon, completely separate from best buy from what I can tell

So what's the procedure for this again? Open new line, go to Verizon store and pay off the phone in cash, then port within 3 days?

They told me on twitter that it works at best buy. I guess you need to take it wil a grainof salt.

Now only need to do the same stuff like last year. Instant discount, instant repay, go to Sprint and open a new line, get another 450 back vis MIR/gift card/refund

I'm thinking of getting my father a new phone for Christmas, he's on an S5 with whatever is most recent Android update is on there. Would getting him this have much of a learning curve?

It will be easier to use than the s5. The slight learning curve will be worth it. It's more intuitive.

When I read (quickly) through the Verizon BOGO promo it said it is credits and cancel or upgrade would cancel the credits.

Best Buy doesn't do bill credit. The $12.51/mo is the amount you pay per month on device payment if you choose not to pay it off straight up.
