If you don't care about power savings and have a decent PSU I consider these $130 RX 570 4GB deals the best ones for the low budget, if you would only play at 1080p (or 1440p lower settings). These pretty much kill GTX 1050 Ti offers that sell for $150 or more on average but 60% slower.

Yes, much faster than 1050TI and slightly slower than 1060

Quite a few Radeon cards have problems with fans when used a lot, eBay offers are still usually mining cards. You may get a dusty card with busted fan, or maybe you will get a good one and it will be surely faster than 570. But two games with new 570 are very nice and can be sold too

Power bill is an issue for me :/. Damn was hoping to find something solid to stick in a gpu box. Will wait for a 1060 deal at <180

You can check this page sometimes, I have got quite a few refurbs from them and they are mostly very good (one out of 20 with an issue).
Sometimes they have nice prices on 1060/6GB cards

there's also no math that should make power an issue, unless you game absurd amounts of time at full throttle.... if you live in the usa anyway (Europe has high taxes to pay healthcare and restrictive environmental restrictions that drive power cost sky high)

do you live in usa? and if so, how much are you paying per kwh? lets work some math...

This cards port selection is little weird. It has two DVI ports instead of DisplayPorts.

8GB 570 was 150 yesterday, now back up to 170.

I'm going to wait for an 8GB sale. Much more future proof.

check on neweggflash, ASRock RX570 8gb at $150, and $130 after MIR
