What's the difference in CAS 15,16 & 17? - lower is better but what is an ideal number ?

how much lower is this going in the next 3-6months in your opinion?

The formula has been posted on SD multiple times. If I remember correctly, it's frequency/CAS * some constant. In that case, a DDR4 3000 with 15 CAS is as fast as a a DDR4 3200 with 16 CAS.

Technically yes but it wouldn't make much sense to spend more for faster modules since they will run at slower speeds. Also there is no garantee they will play nice with each other. I just had a 2400 module not work well with my 2666 and I would constantly get a BSOD after about 10-20 minutes of use.
