Yep. Bill credit is contract. People don't like contract anymore. Old school not cool.

bill credit is worse than the old 24-month contracts.

back when Verizon still had 24-month contracts, Best Buy frequently discount flagship phones down to $99 or even $1. That meant I was able to buy it on contract and cancel after two weeks. The phone would essentially cost $350(ETF) + activation fee + prorated service bill(depends on which day I cancelled)

With bill credits, as soon as you cancel, the credits just go poof into thin air.

Thanks! I think this is a better deal than the $300 Verizon. I'm staying with Verizon anyway, so the credits are fine with me.
