At 8% tax the i7 one about 1200 without tax and apple care. 100 lower than the retail price without tax that you can get from reputable online sources. Plus there's almost always a 50 coupon, so it's actually 50 less than a brand new one. But 50 is 50. And note that you are giving up the potential for price match by buying refurbished one, though the possibility of a low price on mac mini in 6 months from now is rather minimal.

You can only replace the RAM. There are guides online, it's not too bad.
The SSD is soldered on to the logic board (yeah, it sucks).

There is no hard drive, all have SSD and you can not upgrade them.

RAM upgrade was not that bad, but you do need to be gentle and have the right tools for the screws. Might take 20-30 mins.

I recommend getting a fast external SSD if you need more storage space. It's not as convenient as internally but transfer speeds are fast enough that it won't make much difference in performance.
