I believe this is targeted offer as there is wording in the email that said intent for me with my account ending number. Seems like a good deal if you are targeted. Works for Chase Freedom or Chase Freedom Unlimited card if targeted.

Offer: Link Chase Pay to Samsung Pay to earn rewards almost anywhere with your Chase Freedom® card. Once linked simply tap and pay 3 times to earn an extra 1,500 Ultimate Rewards points. Offer is valid for email recipient only from March 1-31, 2019.

T&C:
1 This offer is valid from 03/01/2019 through 03/31/2019. To qualify for this offer, you must make 3 transactions using your consumer Chase Freedom or Chase Freedom Unlimited card with Chase Pay linked to Samsung Pay during checkout. Purchases are when you, or an authorized user, use a card to make purchases of products and services, minus returns or refunds. Please allow up to 8 weeks after the qualifying purchase(s) post(s) to your account for the bonus points to post to your credit card account. To receive the bonus points, your account must be open and not in default at the time of fulfillment. If you change your credit card product during the promotional period you will forfeit this offer. This offer is non-transferable. Limit one offer per customer or card account. Your participation in this program may result in miscellaneous income and may be reportable to you and the IRS, on a Form 1099-MISC (miscellaneous income) or Form 1042-S (Foreign Person's U.S. Source Income Subject to Withholding) for the year in which the income is paid. Don't have Chase Freedom or Chase Freedom Unlimited but only the Chase Southwest card. Good deal though.

I got this email also. Nice deal! Free $15 (or worth slightly more if you have Sapphire Preferred or Reserve, or INK Preferred)

It doesn't mention any minimum spend, so I'll be sure to use it on 3 small purchases since I get an effective 4.5% back on ALL mobile wallet purchases with my US Bank Altitiude Reserve.

FYI, YOU MUST have a recent, compatible SAMSUNG device to be able to take advantage of this promo as it requires Chase Pay + Samsung Pay.

As long as you are setup on Samsung Pay then you are good to go. You will earn the point automatically every time you pay with Samsung Pay.

You mean 1099-INT. But you're wrong.
You're not required to pay taxes on cash back. Also, it's only $15 worth of points.

I was a huge fan of Samsung Pay but I've stopped using it recently. They got rid of the Visa gift cards as a redemption option, making them far less valuable (and virtually worthless to me). Then they had a Grubhub offer you could redeem points for but that went away and what they have now is pretty useless. I have points expiring monthly that there's basically nothing useful to redeem for. Yes, I could redeem for a Samsung $ off coupon but there's nothing I really need there.

Samsung Pay when you could redeem the points for something useful was a great way to build brand loyalty. I would definitely have bought a Samsung phone next time I was in the market so I could keep using it and collecting points. Now it's not a major factor.
