A web browser is all that is used. Phone will probably work.

This one doesn't support the app, but I guess you could do web set up via your phone. However, for $10 more, this one [amazon.com] gets you AC / 5Ghz support, and it supports set up and management with the app.

You could get another full router and set it up at this price.

What does "set it up" involve. This I had running in 5 minutes. Plugged it in room with router to learn settings and then plugged it in where I wanted it. Plus I didn't need to make any room for it.

Does it change the name so that to access it in the other side of the house you have to select the name of the boosted signal? That's what my current extender does. It's annoying!

This one doesn't do that by default. You can also change the ssid at anytime if needed.
