I don't know specifically about the dex, but USB 3.0 power/charging is still 5V, and how much it delivers depends upon the device itself and how much it will draw; for example, if you have a device like a Pixel 2, you will see one of three possible notifications upon plugging it in to charge: "Charging slowly", "Charging", and "Charging rapidly". Each of these indicates the speed at which the device is being charged--but USB 3.0 will only ever show up as "Charging slowly" because 900mA simply isn't enough at 5V.

Although 900mA is the most a USB 3.0 port can handle, there are exceptions. Take for example the specially-regulated "charging" ports found on devices like Intel NUCs, where the USB 3.0 port is yellow instead of blue. These are capable of pushing 1500mA (which would show "Charging" on a Pixel 2).

The only way to achieve what most people refer to as "Fast charging" is to use a wall wart (or similar unit) that can push 3A (at either 5V, 9V or sometimes 12V). The higher the voltage, the more flexibility the charging unit has when it comes to how much current (measured in Amps) it has to work with to charge a device.

EDIT: By the way, I didn't even get into capabilities of the cables themselves--which WILDLY vary based on the manufacturer. In the case of USB-C (and USB 3.0/3.1), it's been an absolute shitshow with respect to specification enforcement [gizmodo.com] . I have several USB-C cables--some max out at 900mA and won't even transmit data, while others can push up to 5A with a 20V charging unit using the USB-PD spec, and virtually NONE OF THEM ARE LABELED. Near as I can tell, you have to guess the capability of a cable based on how thick it is (which could get you killed in any other electrically-related context).
