It's not clear if dimensions (21" and 25") are inside dimensions or outside including wheels dimensions.

Both sets miss the 29" piece which people typically check in. The typical wheeled duffle that you check in is 30 inches long. These sets (while priced attractively) has items that one mostly carry on board depending on luggage policy of various airlines.
For budget airlines like Spirit that allows 40 lbs vs 50 lbs for checked luggage, the 25 inch bag is good. OR if u plan to travel to europe, this set may come in handy.

FWIW, the last set I bought was from BuyDig, $85 for a 5-piece Samsonite set [buydig.com], back in Oct 2016, and the set didn't last two years.

I also bought a $40 carry-on from Costco and the telescoping handle broke after a few trips.

Still, I'm tempted to buy this set because I'm not convinced a more expensive set would last 5x longer.

I have a big 29" bag but it exceeds 50 lbs if I'm not careful, so I don't even use that one for flying any more. It just seems too big. I guess if you were flying with two people on another airline, you might take one 29" and two carry-ons. Otherwise the 21" and 25" size are the ones I'm looking for.

I flew Spirit recently for the first time, and a 25" bag fully loaded was right at 40 lbs.

Inline wheels, not spinner if that matters to anyone buying. Surely, cheap enough though if you just need something for a one & done trip. Check the particular airline for the carryon & personal size restrictions. Spirit carryon price more expensive than checked bag. Going from memory their free personal item for under seat is 18 inch by whatever, size of small backpack. They are always the most diligent as to actually carryon bag sizes from airports I've flown them.

these things are good for roadtrips, if you're flying, i've come to see its way better to fly with dufflebags.

The Fieldbrook has pretty good rating. For a 10 dollars difference, I will go for the extra wheeled duffle. in my mind, the breakup is as follows:

20 bucks for each bag, 10 for the duffle and 10 for the little hand bag. Bot bad!! I have travelled to China and Turkey where these bags are way cheaper than USA and best I could get was 20 bucks for a bag after much negotiation.
