For those who are concerned with bass having 19 frets, I am just gonna assume you are exceptional lead bassists and require that 20th fret quite regularly.

For those of us mere mortals, the bigger concern would be scale length—which is NOT that big of a deal. I still recommend any beginner to look for full scale basses, however.

Pick up a Squier Jazz or Jag. My first bass was a Jag. I loved having the "crossover" of a Precision and a Jazz.

There are tons and tons of used gear out there. It's really a buyer's market. I'd check CL, your local pawn shops, and Facebook Marketplace. Also, one of if not the best online musical forums is at Talkbass.com

I'm an active member there and the amount of information on tap is staggering. There is also a very busy classifieds section. I bought my Lakland P bass, my Rickenbacker, and other basses via the site. It's full of knowledgeable people who are very good at helping each other out with information.

$400 can buy a Very good used bass. If you're set on new, do your research on Schecter models, and of course, Squier. Also Sire makes a great affordable bass.

for $400 you should be able to get a used MIM Jazz in good or better condition. Check your local music stores and FB market there are plenty of used instruments out there. Go play a bunch at a guitar center or music go round, you may find that you like an ESP or Ibanez more. They will let you try out everything. Reverb.com is another good site to check for used gear...Why pay more for a new one if you know it's going to get beat up?

There seems to frequently be a guitar sale at Adorama. I'm looking to learn likely using guitar smith early on since I can do at my own time/pace. It seems like on many of these deals someone mentions changing out different parts. I'd greatly prefer something where that isn't necessary but still appropriate for a beginner.can someone point me to which guitar deal I should be looking for.

This bass doesn't require any modifications to be a very good instrument. It's true I modded mine, but that's a hobby of mine. I like to tinker, and have built a few basses.
You can have confidence in this bass. Other's that are good without breaking the bank would include the Ibanez TMB100, and the Sire jazz basses.

As a follow up, if you're looking to learn via Rocksmith, most guitars will work for your needs right out of the box. Most guys mod their bass or guitar to achieve a particular tone. Each song you play in Rocksmith already has the tone dialed in for you
