This are the exact specs I need for my laptop that came with 8gb and an open slot with a total capacity of 32gb. I plan on keeping the 8gb in there and just bringing the total to 24gb. Any reason I shouldn't go ahead and get this one now?

No reason. Some would say dual channeling, but that just results in a few percent speed boost which is negligible.

So going with 8+16 will outperform 8+8 (which may not match speed or CL) and it sure beats going 16+16, costing $140 more and throwing away 8GB

I need an advise from an expert. My Lenovo 530s has intel i7-8550 and preinstalled 8gb 2100 CAS 21!!.
The Bios is locked and I don't know if any modded Bios exist for it to allow overclocking.

The question is... Is there any tool that I can use to overclock Memory timings and speed through Windows?

You need to call Lenovo to get your bios unlocked first.

I just did this yesterday for my work laptop that was given to me. HP in this case, but they sent me a file that unlocked it and removed the admin password. I'm sure Lenovo has something similar.

Honestly though, just installing ram should still work.
