Can anyone please explain why all the Type-C to USB 2.0 cables? Is it that much more expensive to ensure it gets 3.0 speeds in a cable when the controllers are on either ends?

Probably not. These are USB 2.0 cords. What you probably want is a Thunderbolt 3 cord that uses the same connector and capable of more throughput.

They cost much more but are more capable including being backwards compatible with DisplayPort 1.2, etc., as per the TB3 specs.

Is there a use case for micro-usb to usb-c ? Really cant think of any reason for that.
