A very long time ago when I was in Papua New Guinea most of the bathrooms, including even most of the more expensive tourist places, provide a longish fabric band from a box (I forget it's actual name) with its intended use from front to back. After you poop you then step over and straddle the band to pull up & back as it gathers in an open box of scented liquid behind you. When the lidded box you pull it out of gets empty the band is washed and reloaded into the box - and no it is not white in color, or at least not while I was there. The people who live there have no problems with it, unhappy visitors however usually paid USD $10+ for a small rolled amount of single ply wrapped around a piece of stick on the black market. That is a True Forever Roll.
