Do current Verizon phones have the old issue of having gimped APN settings so that you dont get full functionality re MMS etc?

Manufacturer refurbished ( like Apple ) is better than new. But it's unfair to classify phones as refurbished like Boost Mobile does sometimes. They would sell heavily used phones as refurbished.

If this is the verizon version I would hard pass.

If this is the regular google-unlocked version that it's a maybe :

- The camera on these is still great, the 821/4gb soc is still plenty snappy, they come with unlimited original-res google photos storage, and have the latest version of android pie (and maybe even will get officially upgraded to Q, since it's already available as beta). They also work on every carrier. But the clock on official google update support for these is RAPIDLY running out! So keep that in mind.

- Battery life on these was never great (821 chipset), so add a 3 year old battery and it's likely shit at this point. To replace the battery you have to take off the screen. It's absurdly hard (IMHO) to take the screen off without breaking it on these (i.e. the clearance on the sides is basically nonexistent, and nicking the screen even a little with an opening pick will shatter it)

- If it was used for even a tiny fraction of those 3 years, it WILL have noticeable screen burn in (esp. along the top status bar area and bottom on-screen button area). If the person before you had the same wallpaper for 3 years, you will almost certainly be able to see it on a gray screen, maybe even a white screen. The AMOLEDs on these were stupid easy to burn in.

It's a excellent phone and a outstanding price. I'm in. I've purchased refurb phones from Woot twice and both were in excellent condition. If not happy, back it will go.
