I believe it was 30% off, so 3500 points for $5 and 7000 points for $10.

Aren't these usually 4,650 / 9,300? OP says 5,000/10,000. (EDIT: looks like that's how Microsoft is advertising them, but good to understand the discount isn't as big.)

Do these ever sell out? I'd like to maximize my window to use if possible by redeeming on the last day.

Wouldn't buy unless ready to spend. Other opportunities frequently.

I think that one was during Black Friday when they had 3500 for $5 and 7000 for $10. Their was another sale where it was $5 for 4000 and $10 for 8000. So the last sale had this increase. For some reason I think is the new "discount" and it won't go lower.

This is different from common products, right?

A game, phone, laptop, graphics card, etc. that has been sold for $X previously is almost guaranteed to sell for less than $X in the future.

But if MS decided that 8000 points for $10 credit is the way to go, there is no going back to 7000/$10. If anything, it looks like they'll keep raising the point/$ ratio since the reward system obvious worked in getting people to use Bing.

Good, now I completed my collection of Spartacus.

Spartacus: War of the Damned is 4.99 now. Last it was on sale for 3.99.

Level 1 vs. level 2 numbers, they always take the discount off level 1 "prices", not level 2. And yes, these have sold out in the past just like (almost) every other hot deal. Having said that however, if you don't have something you want to buy now, I wouldn't bother as it does expire in 90 days. Just keep saving your points, this will come around again.

Correct, these were the same sales prices as a couple of months ago, 4/8K, and the lower price on Black Friday may have been because, you know, Black Friday, so we may not see that low again until this Black Friday.

Again, the 7000/$10 was a Black Friday deal, it may go that low again during BF'19, but we have a ways to wait to find out.
