Yes as long as it's replacing a ceiling light fixture.

I don't have a light fixture to swap out.

Then you will need to run wiring, cut the drywall, and install a box to hang it. Much more complicated if it's not replacing something.

if it's on the top floor with an attic above the area, not bad, but still quite a bit of work with finding and properly running electric to the location.
if it's on the 1st floor, no, it'll be lots of work to run power and get a box properly secured...

Agreed. Not impossible if you don't have ceiling access, but be prepared to do some drywall work to patch up the holes you need to make for the wiring (in most cases). That said, if the joists are going the wrong way, it'll be a nightmare. For someone without too much experience, you're better off hiring an electrician to run the wiring. Once you have the wiring, installing the ceiling box isn't too difficult, just make sure that's fan-rated.

One recommendation if you install a remodel ceiling box -- buy one with a ROUND bracing arm, not a square one. You'll understand if you've ever had one of the square ones (short version: you can install the round brace without having to worry about which direction it's facing...on a square one, you have to tighten the arm so that one of the flat faces is pointing downward).
