Looking to upgrade mb/cpu two of these worth over two 8gb sticks? Gaming/video encoding.

Gaming... usually no. You want at least this speed for ryzen. You can see better frame rate if the game is CPU dependent or less GPU dependent... (example... 1080p and not 4k).

Video editing. Yes. Yes. Yes. 32gb is a must. Some Ryzen motherboard has a slow down when you use 4 sticks (4x16 vs 2x32gb). Not sure if you would the slow down while editing, but during gaming, frame rate would take a hit in the game I stated in the above paragraph.

Longer edit with more layers requires even more ram. You might get it done with 16gb.... but my 4K about 3 min requires atleast 32gb or else it say not enough ram or just turn off the program.
