Anyone know if there are any deals (or what the best deal is) for internet, specifically between Verizon and Comcast, for government (non-military) employees?

Most of the big providers offer anywhere from 5-15% off internet/cable/cell phone service. They usually confirm you're a Fed by an email to your .gov account

If you're in a large city you may want to check the local library. Many now have WiFi hotspots you can check out for about a month. With two people in a home and two cards you can rotate and get free internet.
