I think it's less so than it used to be, but the Switch uses them, along with the 3DS/2DS handhelds. The Wii U also used them, but the Wii U is long gone from retail.

Good point. I don't know if it just me but I have yet to see most recent Switch games that supplement the content or gameplay by using Amiibo after Smash Bros, and 3DS is at the end of the lifecycle.

Is this something new or has Nintendo always done rerelease? First Zelda botw beasts now these.
Do they even note any difference on package so you know it's a rerelease?
If I was a collector I'd be probably a little pissed.

Yeah, the new packages have Japanese on them, so there's a difference, but honestly the market has tanked quite a bit. Scarcity was the only reason some Amiibos were worth a lot, now I think everyone assumes reprints are on the way for all the rares.
