Wouldn't want to even if you could. This is one card with 4x GM107 GPUs on it, which are something like Geforce 745s from 2016. These are very purpose-built, and gaming isn't that purpose.

This is called grid m40. Not Tesla m40. Only 640 maxwell cuda each gpu core. It has very few deep learning abilities.

I would love to get this card to setup VDIs for four instances.. But does anyone know if we can get the display mode switching tool from nvidia to switch to graphics mode after purchasing this..?

No it appears they do not work for VDI applications without a license due to the display mode issue unless nVidia has released updated drivers/driver support to allow/fix/support this. Sounds like they probably will work for VDI if you pay for the official separate "GRID" licensing through nVidia.

These would be good for CUDA/machine learning applications (e.g. to test multi-GPU scaling) or to do video transcoding (each GPU can support hardware encoding)...or maybe even for GPU based hash cracking type applications.

Old VDI hardware. Good for virtualization/remote access machines, except I think you still need to buy a GRID license from nVidia to use it. Had they been more powerful, you could in theory use them for gaming vms (1 for each GPU core) but these are pretty low power compared to modern gpus and are not optimized for gaming at all. If you had interest in setting up VDI and have a GRID license, it could be a good tool to learn about if you're a sysadmin who might have to work with that kind of setup.
