So does this act as a power banks like our phone's portable charger or do you have to plug it into an outlet everytime you want to charge?

Never heard of NEMA 6-20 plug before. Usually it's a NEMA 14-50 or 6-50.

Thanks! I'm all about any possible charging deals. This is half the price of my Tesla Wall Connector.

This is pretty par for the course for you typical non-UL listed 16Amp dual voltage EVSE. If you have a dryer socket and want a semi-permanent install, you can get a Made in 'Merica Amazing-E for about the same price.

Working in the electronics industry, it seems to me that a non-UL listed charger is a bad idea. These things deal with a significant amount of current and without some sort of safety certification, could overheat, catch on fire, etc...

This is a charger for an Electric vehicle. It does both Level one 120 V and level two 240 V. Depending on your vehicle, 120 V can charge your car in 12 hours or more where at 240 V will charge anywhere from 4 to 8 hours. It will not charge your car any faster on 120 V unless you can change the amps in your car from 8 to 12, changing how fast your vehicle will draw power to it, only on level one charging. I had one but it would not delay charge my vehicle without a error and I had to send it back. The engineer/support manager told me that problem would be fixed when the device was updated. I don't know if this is an updated version. I have a Chevy Volt, and it would not delay charge which saves you money because the watt hours are cheaper between midnight and 5 AM. I got a different charger which was cheaper by $50 and it did everything I needed with no error when delaying charging. I liked this one because it had a holder built in to store the cable when it wasn't in use.
