There is a existing FP deal of Y540 , But if you're in position of looking for Y740, this might be better.

Y740 and Y540 weight almost the same, dimension almost the same, but Y740 have a lot more features:

Metal build cover. keyboard surface. vs Plastic cover surface
Chrome lights around laptop vs None
Corsair iCUE RGB Lighting keyboard vs Single backlight
Keyboard with macro keys vs None
Dedicate subwoofer vs None
Better thermal control overall
G-SYNC, 144 Hz HDR 500 nits display vs 144 Hz 300 nits Display
Thunderbolt 3 vs None

I know the Mem and SSD is bare minimal, so highly recommend upgrade Mem and SSD, you can grab a 8G DDR4 mem from newegg like this for $36 [newegg.com] and a NVME SSD 512G for $54 like this [newegg.com]

Intel Core i7-9750H is better than i7-8750H in every aspects: 2.6G + 4.5G boost + 12MB L2 vs 2.2G + 4.1G boost + 9MB L2

Combine all of these info I think it's better or at least comparable to previous FP deals after you take advantage of some 12% c b right now on lenovo.

Definitely, that's why I mentioned you can easily upgrade to suit your needs, current storage is dirty cheap if you buy it from 3rd party, $35 for 8G mem, $70 for 16G mem, $65 for 500G SSD or you can go full 1Tb/2Tb SSD and HDD free within $200.
This laptop is very easy to open and upgrade and confirmed not violate warranty unless you break anything when doing upgrade.

How loud are the fans on this? And any cooling issues in general like the dell line has?

This 17" seems more up your alley If you don't mind the bigger screen.

I think paying $1300 for a laptop in 2019 is way too much ....purchased my first laptop 20 years ago
For $1000 .....( it had a 20 MB hard drive ... hehehe ) .... way back then a CD writer was $900 now it's
$15 .... last year I purchased a Lenovo legion 530 .... I was impressed by the borderless screen ( thin bezel ) it even had a graphic card ... for $660 at one of the warehouse stores ... online ..so will be looking something in the $700 and up range

The Y540 15" actually has Thunderbolt 3. Strangely the Y540 17" does not
