Lowest on ccc is 45

I'm tempted, I have a bigger version which is good for larger herbs but this smaller version would be great for herbs that don't grow tall like basil

As someone who used to grow, I can definitively say that they will start to grow, but the wattage is unlikely to be high enough to get a good bloom. The bloom will come from swapping the light schedule to being on/off rather than constantly on but without a strong light source your bloom will be underwhelming.

Also if you can't control the lighting to be always on, then on/off, you won't be able to grow optimally.

In the summetime, like now.. about 5 days. In one of those things, who knows. My basil and thai basil is both 3-4ft tall right now, not sure how you keep it in such a small setup.

A reason I really like mine is for ambient office light in the winter, while getting something for it. Definitely helps beat a bit of that grey during the winter months.
