For the price, it is. It will handle your moderate tasks like browsing, Documentation, may be some very light video editing. Also, the integrated GPU can decode 4K H265 or HVEC vdeo codec in Hardware. The HDM port only supports 4K @ 30 FPS but it can decode any 4K HDR or HVEC codec pretty easily.
And, yes, the Processor is more powerful than the FP deal @ $220 AMD A9 Processor.

Will this handle roblox and Minecraft, some light online gaming! I am looking for one for my special needs daughter. She wants to buy one with her birthday money.

Any way to make it a chromebook? Windows will start lagging over time with these specs, IMO.

I've run Minecraft and Roblox on older Celerons with less RAM. You may need to dial the settings down but it should work.

Also note that the Amazon Fire tablets run both Roblox and Minecraft just fine and are much cheaper. My 4 year old primarily uses her tablet for that.
