The title of the email said "Here's a $2 credit with your name on it" The email had a button to claim the credit.

Figured I'd give people a heads up to see if others got it too. Sometimes offers can be overlooked in emails.

*Valid for a $2 credit against any one app, game, or in-app item with an on store price greater than $2 at the time the purchase is made on Google Play. Open to participants who receive a promotional code from Google. Not reloadable; no cash value. Offer ends within 30 days of receiving this email offer and must be added to a Google Payments account within 30 days. Once added, credit must be used on Google Play within 30 days of receiving this email offer. Certain subscriptions excluded. Valid in United States only. Limit 1 per user.

The part where it says at the Google Play link (with me signed in)
""$2 credit toward an app or game over $2
Valid for a $2 credit against any one app, game, or in-app item with an on store price greater than $2 at the time the purchase is made on Google Play."
means you didn't read my question well.
Unfortunately, the link from the post just goes to a static landing page. That page will look like that for everyone - it's not an indication that you got the $2 off.

@KeronCyst made the correct statement: you should check the notifications tab in the google play app. If the promo is not there, you won't get $2 off

When I look under "Accounts" in Google Play, it says:

No rewards at this time.
Guess better luck next time.

---EDIT---

So I looked under "Notifications" under the Google Play app, and I get $1.99 on the house for any movie rental as shown here [imgur.com]. I would've preferred it to be for an app or game instead Mad
