This is available pretty much anywhere that 3DS games are sold for $19.99. This is a decent discount, but I'm not sure where you're getting that you can only find it on eBay for $24.

First - I didn't say that it was only on eBay, I said cheapest on eBay is $24 shipped (a good representation of the market value).
Second - no it's not. It's only available pre-owned at GameStops in my area (for $19). It's not sold by Target or Walmart. Cheapest on Amazon is $30. The only place it's actually available is Best Buy, which there aren't any convenient for me. They all show only 1 in stock too, so there's no guarantee they'll have a copy either.
So... yeah, aside from driving out of the way 10 minutes one way, to see the Best Buy has the one in stock they claim to, I can't get this for $20.

I might be speaking anecdotally here, but I feel I see this at literally every Target, Walmart, Best Buy and Gamestop I walk into for $20 new. Might be different in your area, I don't know.
Got this for my kid a few months ago. He used all of his screen time on it for about 2 weeks, never touched it since. As a parent and a gamer I found this game unbelievablely dumb.
Why is this a good deal? Does it normally go for more? And do I need the card or those figures to play this game?
Definitely don't need them. And it's a great game without them.
When it was first released it did not include the "welcome amibo." Original owners got the welcome amibo as free DLC. Marginal additional functionality but not needed to play / fully enjoy the game.

This is the best dollar to longevity ratio in any game imo. There are events and different things every month, every season, every holiday, etc. The fish change with the weather, the available items change with the shop upgrades, rare and special visitors come to town....
It's something you play extensively at first, and then a little bit each day. It's very rewarding, very relaxing, and one of the best Nintendo IPs that almost anyone who can focus their mind can enjoy.
