Deal on Prepaid or other low-cost Mobile Carrier as a low usage "home phone" for kids

I have a kid who is getting off the bus an hour before I come home this year. I want to have a phone that stays on the charger at home so they can text when they're home and call in case of emergency. This phone would have very low utilization, so I don't want to add another line to our existing post-paid (Verizon) plan. Couple other factors:
- Wifi calling is fine, but I need something that works when my cable modem is acting up!
- AT&T & T-Mobile don't have service here, Verizon is decent, Sprint is tolerable
- May occasionally go mobile with it, but mobile data should still be near zero.
- I'd prefer to use an old phone we already have, (Google Pixel 1, or Galaxy Note 3)
- Prepaid or postpaid is fine, recurring or other very low-hassle payment preferred.

Google Fi is TMobile based and is $10/month. You can alternatively use Google Voice for free, but it requires interent/wifi. Invest ina better router and take the free option of Google Voice

Red pocket on eBay has a $60/yr plan. You can pick whichever carrier you want
