I bought a pair similar to these while on vacation recently in Maui. They pick up a ridiculous amount of sand and small rocks, to the degree that I was better off just going barefoot or wearing my sneakers in the ocean.

I brought them home anyway to use while in our lake, hoping they would perform better than in the ocean. They didn't, and over the course of the summer they became completely trashed the few times that I did use them.

I only paid $11 for them but if I had to do it again, I would gladly spend double the price and buy some better water shoes.

It's a water shoes which is meant to get wet while you're using it in the lake, river, and/or beach. It shouldn't be waterproof

Waterproof, no.

Able to get wet and then dry somewhat quickly when out of the rain, yes.
