If you are a current At&t subscriber, the customer loyalty dept will offer you an iPhone Xr 64gb for $299+tax.

1) you have to agree to stay with At&t for 2 years
2) you have to pay for the phone in full
3) you have to have an upgrade-able (paid off) phone

I did this deal 5 month ago and again 10 days ago.

I'm having trouble upgrading lines. It only allows the account holder line to upgrade, since it doesn't recognize the other lines on my account? Anyone have this issue?

only if your on an unlimited plan otherwise your access fee will go up

You typically have to make 6 payments before you can pay it off on an installment plan through Verizon. Though you'll need to read through the fine print to see if this one is different.

On At&T through Walmart I had the option of putting 30 % down which was 135 and financing the remaining over 30 months which came out to $10.47 a month. I am pretty sure I can pay it off any time after it showed up on my at&t account.

I think if You have already gotten the price increase from $29.99 to $49.99, You should be able to upgrade without losing the UDP.
