I'm Buying a used windows laptop, The owner doesnt have the license keys.
If I chose to clean install windows, will the Authenticator on the laptop take care of licenses ?
Do I need keys ? Is the authenticator linked to an account ? or laptop ?

On newer computers the license key is generally stored in the computer's bios / uefi
In some cases you may still have a COA sticker in a location like under the battery.

A clean install should work without issue, but you could also make a backup image of the computer in it's current state if you're concerned.

We the People of the United States, in order to form a more perfect union, establish justice, insure domestic tranquility, provide for the common defence, promote the general welfare, and secure the blessings of liberty to ourselves and our posterity, do ordain and establish this Constitution for the United States of America.

Why do conservative politicians oppose conservation?

Worst case scenario you can buy a license key on ebay for around $5.

If you didn't rebuilt it yet grab this utility to extract the keys:
https://www.nirsoft.net/utils/product_cd_key_viewer.html

You can then use a pid checker to see if the key is valid:
